The government will face censure before a UN body in Geneva next
month over its failure to provide facilities for children to stay in
touch with their parents during marriage break-up.

The state is accused of breaching the UN Convention on the Rights of
the Child by failing to provide facilities for supervised access
between separated parents and their children.

The convention says children have a right to contact with both parents.

Solicitor and child law expert Geoffrey Shannon said: ``The state has a positive duty to take appropriate measures to facilitate contact between children and their parents but, at present, is failing spectacularly to make adequate provision for intra-familial contact.

``Ireland sees itself as a child-loving country, yet has failed to help children to have continued access while in care or following separation or divorce. This is all the more surprising in a state whose Constitution places such emphasis on the protection of family life.

New figures from the Court Service show that the number of parents seeking custody and access orders has risen by a third over the past five years, from 3,448 in 2000 to 4,598 last year.

The number of single fathers applying to become guardians of their children has also soared, from just over 1,000 in 2000 to 1,734 last year.
